KAGADI COUNCILORS SHUN COUNCIL SITTING OVER DELAYED ALLOWANCES

KAGADI: Kagadi district Councilors on Wednesday shunned the council sitting in protest against delayed allowances amounting to over 349 Million shillings.

A team of 53 members of the council gathered at the freedom tree in Kagadi where they scalded the district leadership for failing to pay attention to the over delayed payment of their allowances.

According to councilors, since September they have never received payment and yet each councilor is entitled to receive gross pay of Shs 250,000 per month.

They say, are now demanding money for two quarters and are now suspicious that it could have been eaten by some officials.

They have vowed not to attend any council meeting unless they have paid to nil balance.

The workers representative Mr Richard Namanya who was one of the defiant councilors said as councilors they are demanding for sitting allowances for three quarters have vowed to boycott future meetings until their allowances are paid.

‘‘So far with have gone four quarters without getting our allowances. We need that money to go and run our activities. Let the district give us the money before we go for the council’’ said Namanya
The female district councilor for Muhorro sub county Ms Alice Byaruhanga faulted the district of trampling on councilors’ privilege of remuneration by failing to meet their financial obligations.

‘‘The district top leadership should take us a key priority. We are demanding a lot of money. We also use these allowances to run servces.We are using our own money and yet our money is there and they are not paying us’’ said Byaruhanga.

However the council speaker Mr Magezi Muwonge chaired the council with only 7 members out 64.
Muhonge said it was mandatory to hold the council to lay a draft budget worth Shs 37billion for 2022/2023 financial year in order to avoid future consequences.

The chairperson Kagadi district Mr Yosia Ndibwami said they had to proceed with council seating to meet the national ultimatum of laying the draft budget for 2022/2023 final year.

He said the councilors funds were received by the district and soon after going through the process will be paid to councilors.

‘’We are supposed to present the draft budget for the next financial year accordingly and the speaker in his wisdom decided to have the sitting even in the absence of other councilors. We cannot fail to have the council sitting because of unpaid allowances of councilors. Their issue is already being handled and their money will come and they will get it’’
