MASINDI: Masindi district local government has advertised job vacancies including the one for the interdicted acting district health office Patrick Baguma.

Baguma who has been in the office for close to three years wasn’t qualified for the job, according to Ms Phiona Sanyu the Chief Administrative Officer Masindi.

Last year in December, Ms Rose Kirabira Kobusinge the Resident District Commissioner {RDC}, and Ms Phiona Sanyu the Chief Administrative Officer {CAO} Masindi district grilled Patrick Baguma the Acting District Health Officer {ADHO} Masindi over poor service delivery among other issues.

The issues arose in the meeting held at Country Inn Hotel involving the in-charges of different health centre II’s and III’s in Masindi district.

This followed the ministry of health assessment at Masindi district local government where they discovered a number of issues which were unclear.

In the same meeting, Ms Rose Kirabira Kobusinge told the members that she had got a number of reports in her officer pinning the DHO over poor accountability, lack of transparency, doesn’t coordinate with fellow health workers, and he also works in isolation.

Kirabira also said the reports also pinned Baguma for failing to make daily, weekly, or monthly reports for different health departments, posts workers who spend more than ten years without transferring them, and also failing to make accountability for covid19 funds since March 2021.

On the same note, Kirabira disclosed that the ministry of health directed CAO to plan recruiting a qualified DHO who they can work with.

In the same meeting last year, Ms Fiona Sanyu the Chief Administrative Officer {CAO} Masindi revealed that she had never received any report from the office of the district health officer.

On the issue of recruiting qualified district health officer, Sanyu said that she was directed by Dr. Diana Atwiine the permanent secretary at the ministry of health to recruit the DHO they can work with, noting the current acting DHO does not qualify to be in the office.

”We are planning to recruit three heads of departments including the commercial officer, production officer, and the district health officer, therefore the issue will be sorted out,” she said last year.

Earlier this week, Patrick Baguma the Acting District Health Officer was interdicted by the chief administrative officer and arrested on the orders of Ms Rose Kirabira Kobusinge the resident district commissioner on allegations of gross misuse of office.

Some of the issues stated in the interdiction letter included, failure to account for public resources, and unauthorized use of government resources, making false statements, insubordination, disregarding or breaching of laws, regulation and procedures causing loss, bringing service into disrupute, acting against public interest, failure to supervise staff, refusal to comply with lawful instructions, and failure to comply with performance management requirements.

Baguma was however released on bond on condition to produce the documents of accountability.
ASP Julius Hakiza the Albertine Region Police Spokesperson told ugreports earlier this week that Baguma was charged with abuse of office, and embezzlement of government funds as the major cases.
