MASINDI: The Parliamentary Local Government Public Accounts Committee ­­- PAC has directed the Masindi District Principle Human Resource Officer and the former CAO to refund shillings 17.5 million   that they overpaid to the district staff and to ghost district staff.

This was during an interface with PAC chaired by the Bardege-Layibi Division MP Martin Ojara Mapenduzi with Masindi District officials over queries raised by the Auditor General in the financial year that ended June 2021.

The committee ordered the district Principle Human Resource Officer Cyrus Opigo and the former CAO Geoffrey Nkurunziza to refund the money  after the duo confessed to  paying the district  staff 11.44m over and above their emoluments allegedly  in error.

The committee also discovered that the duo paid Shs6.06m to ghost staff in the district.

However the committee was disappointed by the failure by the two officials to present clear plans on how they would recover the money prompting it  to hand them over to the two to police CID attached to parliament to record  statements for negligence and causing  financial loss to  government.

The two officials were still being held by the police detectives at the time of publishing this story.


The committee also gave one month to the current district CAO Phionah Sanyu to pay back the Shs1.55m that was underpaid to some district staff.

Mapenduzi also directed police to investigate circumstances under which 37.42m was overpaid to pensioners as pension and gratuity.

The committee also grilled Masindi District Officials over delayed deletion of staff from the payroll that saw Shs6m paid to ghost staff who had retired or died.

Mapenduzi also ordered the current district CAO to recover this money from Opigo and Nkurunziza.
