MASINDI: The Masindi district LC5 Chairperson, Cosmas Byaruhanga, has been accused of influencing the decisions of the district service commission in the recruitment of civil servants.
The stunning accusation was made this afternoon during a meeting of the district leaders with the Inspector General of Government (IGG), Betty Kamya, at the district council chambers.
During the meeting, Benjamin Byarugaba, the chairperson of the district service commission, said that Byaruhanga has a lot of political interference in their operations, revealing that this forced the district service commissioners to defy him in the recent recruitment, which ruined their relationship with him.
William Mwambu, the district male councillor representing the people with disabilities (PWDs), claimed that the majority of the people who were recruited during last year’s recruitment in the district were those who were known to the district chairperson and that all those who petitioned the IGG’s office were not known to him.
Mwambu also accused Byaruhanga of inciting violence in the council, influencing the councillors on the resolutions passed by the council, and disrespecting fellow leaders.
However, while defending himself, Byaruhanga denied ever influencing the district service commission, saying that although people approach him requesting him to assist them get jobs, he only advises them to apply.
Byaruhanga instead accused some councilors of having interests in some job applicants, and when they don’t go through, the councillors accuse him of failing them, which ends up causing chaos and disharmony in the district council.
IGG Kamya acknowledged that her office received reports of corruption and related issues in Masindi district, which they are currently investigating.
The IGG accordingly directed the relevant district officials to provide her office with district staff payroll, the procurement plan, contracts awarded to the recruited staff, appointment letters, minutes of the land board, and council minutes for the 2021/22 and 2022/23 financial years.
According to Kamya, the above documents would help her office investigate the corruption allegations in the district.
