MUSEVENI: DON’T CHARGE LEARNERS EXTRA FEES

President Museveni's warning comes at a time when schools are preparing to resume teaching next month.

KYANKWANZI: President Yoweri Kaguta Museveni has warned headteachers against charging learners extra fees, mostly those from rural schools.

The warning was sounded on Friday while delivering a lecture to the Central Region Head Teachers’ Workshop at National Leadership Institute (NALI) Kyankwanzi.

The head teachers from the Central Region are attending a 10day retreat.

President Museveni said charging learners extra fees will prevent children from poor families from attending school.

”Let’s agree that the route to socio-economic transformation is to remove obstacles that prevent children from poor families from attending school. Learners especially from rural schools shouldn’t be charged extra fees e.g lunch fees,” Museveni said.

The head of state said that the National Resistance Movement {NRM} government in 1996 even when the economy was very small decided to introduce Universal Primary Education to enable children from poor families to get education.

“Society can change through correct and relevant education which will cause transformation. That is the reason NRM in 1996 even when the economy was very small decided to introduce Universal Primary Education,” he said.

According to Museveni, charging learners sabotages the government’s plan of promoting human resource development needed for implementing the socio-economic transformation agenda in the country.

“Stop the practice of charging learners because it sabotages the government’s plan of promoting human resource development needed for implementing the socio-economic transformation agenda in the country,” he said.

President Museveni’s warning comes at a time when schools are preparing to resume teaching next month.

Schools mostly in urban places charge learners extra fees like reams of paper, lunch, broom, extra lessons and others.
