NTUNGAMO: The deputy inspector General of government, Ms. Annie Muheirwe, on Wednesday ordered the arrest of the Ntungamo acting district engineer, Mr. Charles Kusemererwa, and the district roads supervisor, Mr. Moses Twiine, after they failed to explain shoddy work on two key roads in the district.
The two roads worked on in the 2021–2022 financial year are Omungyenyi–Kagugu road in Rushenyi County and Kagarama–Rwamabondo road in Kajara County.
The two roads were worked on using funds from the Ministry of Works, however, generating debate over the amount of money allocated against the work done on the roads.
Muheirwe said the Inspector General’s observation was that the money used to construct the two roads was misappropriated and the roads were not properly done.
The IGG also summoned the district water engineer, Mr. Prosper Butubura, and the civil engineer, Mr. Richard Kayima, to record statements with the police after they failed to turn up for the road inspections, yet they were in office when the works were being done.
The two roads, with a total of 32.7 kilometers, were worked on for a total of over 600 million shillings; however, residents and leaders claim the bills of quantities were never followed.
On inspection, the IGG found out that the width of the road had been narrowed, culvert bridges had been poorly constructed, drainages had been poorly opened, and the murrum that was to be applied to all sections of the road had not been applied, among other issues.
