PROF. KYAMANYWA APPOINTED BUNYORO UNIVERSITY VICE CHANCELLOR

KAMPALA:  The Minister of Education and Sports Hon Janet Kataha Museveni has appointed Prof Samuel Kyamanywa as the chairperson for establishment of Bunyoro University as a Public University.

According to a letter dated 7th June 2022, Minister Kataha Museveni informed Prof Kyamanywa that he had been appointed to serve as the chairperson of the taskforce management committee to establish Bunyoro University as a Public University.

Mrs Museveni informed Prof Kyamanywa, who has been an Associate Professor at Makerere University that by virtue of his appointment, he will henceforth carry duties of a Vice Chancellor in accordance with the University and Other Tertiary Institutions Act 2001 as Amended.

The Minister informed Prof Kyamanywa that his term of office will be for 12 months starting 1st July 2022 until he accomplishes his task.

Mrs Museveni also informed Prof Kyamanywa that after legal processes of starting the University are completed, appointment of University officers will be effected by the University in accordance with the law.

The letter was copied to the Minister of State for Higher Education, the Permanent Secretary Ministry of Education and Sports and Makerere University Vice-Chancellor.

Hon. Jacob Karubanga the Member of Parliament for Kibanda South in Kiryandongo district recently clarified that Bunyoro University was included in the FY budget 2022/2023 not 2023/2024.

Karubanga who doubles as the Chairperson Bunyoro Parliamentary Caucus and the Chairperson Bunyoro University Steering Committee told ugreports that there were errors in the finance minister’s budget speech which indicated Bunyoro University would be considered in the FY 2023/2024 budget.

The politician said that two billion shillings has been put aside to facilitate the Bunyoro University steering committee beginning 1st of July this year.

‘’Bunyoro University couldn’t be allocated an independent budget since it’s not yet in existence but clarified that the University money was put under ministry of education transfers to other government units,’’ he said.

Currently the steering committee is traversing the whole of Bunyoro to identify land to establish the university.

Mr. Kyotasobora Phenehance the Executive Director Bunyoro Choice Uganda say the appointment of Professor Kyamanywa is one of the key steps in the process for establishing a Public University.

According to the Public Universities & other Tertiary Institutions Act (2003), this gives stable hope of establishment of Bunyoro University to the people.

According to Mr. Kyotasobora, It’s the key steps in the process as provided for by the land law that the past leadership missed out.

“I call upon all people in Bunyoro to embrace the required steps to have our university legitimate to have a fully-fledged budget for it, I do also urge MPs to ensure that a Statutory Instrument is enhanced by Parliament to mandate the government to include it in its budgetary priorities either in FY 2022/3 through a supplementary budget & or in the FY 2023/24, ”Mr Kyotasobora said

Who is Professor Kyamanywa?

Prof. Kyamanywa is the team leader for BioInnovate Africa Supported Project that is integrating digital solutions to improve production of virus-free sweet potato vines. He is a professor in the department of Crop Science, faculty of Agriculture at the Makerere University, Uganda.
